State of Texas Access Reform (STAR) Program

STAR benefits are for children, pregnant members, and anyone who gets Temporary Assistance for Needy Families (TANF).

All members of the Texas Medicaid STAR Program receive the same health benefits that include:
  • Doctor visits and hospitalization
  • Transportation to appointments
  • Unlimited medically necessary prescriptions
  • Annual wellness check
El Paso Health provides you with all the benefits offered by Texas Medicaid and additional value added services like:
  • $25 Retail Over-the-Counter Welcome Packet
  • Extra assistance with eyewear
  • Extra assistance with dental services

Texas Health Steps Wellness Checkups
The Texas Health Steps program by focusing on the medical and case management services for all members from birth to the age of 20.

Dental Care
Up to $500 each year for dental checkups, x-rays, routine cleaning, fillings, and extractions for pregnant members 21 or older.

Up to $125 above the Medicaid vision benefit for contact lenses and glasses (lenses and frames) for members under 21 years old.

Transportation (NEMT) Services
You or your child may be able to get free transportation to and from the doctor, dentist, hospital, drugstore or other providers of Medicaid services.

Pharmacy and Prescription Drugs
Pharmacy benefits for the Texas STAR program are determined by the Medicaid/CHIP Vendor Drug Program (VDP) and are administered by El Paso Health.

This includes coverage for selected prescription and over-the-counter (OTC) drugs, and selected medical supplies. This plan goes by a list of preferred drugs. The Drug List (also called a formulary) is a list showing the drugs that can be covered by the plan. The list includes generic, brand and OTC drugs and medical supplies.

Healthy Rewards
El Paso Health offers extra benefits to STAR and CHIP members in the El Paso and Hudspeth areas. These services are intended to promote preventive care, engage members in their care, and address gaps in care.

Member Services:

How do I qualify?

Who can qualify for Medicaid (STAR Program) and CHIP?
  • Age 18 or younger (some children up to 20 years of age may qualify for Medicaid)
  • A Texas Resident
  • A U.S. citizen or legal permanent resident
Who can apply?
  • Any adult who lives more than half the time with an uninsured child may apply. This includes parents, stepparents, grandparents, other relatives, legal guardians, or adult brothers or sisters.
  • Anyone age 19 or younger who lives on their own can apply.
  • A pregnant person of any age can apply for CHIP perinatal services for her unborn child or apply for Medicaid.
